When you change the background, can you press the time? If so, yes it is possible. As far as I know IOS 16 allows it for sure (from my experience).

Does this model not have a GPS receiver? If not, is there a way to connect it as an external device?
According to the manufacturer, GPS is only present in all iPads on the devices with Cellular module, as GPS is integrated in the Cellular module. Therefore, GPS is not included in the WiFi-only devices and cannot be connected externally with a GPS device.

No, the WLAN version does not have a GPS module, but the WiFi + Cellular version does.
