In the early 1930s, to make travel and excursion traffic more attractive for the German population, the then German Reichsbahn-Gesellschaft (DRG) decided to build a total of five panoramic railcars. It was important for the DRG to counter the increasing competition from buses in excursion traffic. The goal in constructing the railcars was to provide all passengers with as unobstructed a view of the landscape as possible. In addition to three diesel-hydraulic vehicles, two were also ordered for electric operation. The mechanical part was handled by H. Fuchs Waggonfabrik in Heidelberg, while the electrical components were supplied by AEG in Berlin. The two railcars ET 91 01 and 02 quickly became popular among passengers, earning the charming name "Gläserner Zug" (Glass Train) among the public. Popular excursion trips included the Karwendel round trip via Mittenwald to Innsbruck and the Alpine round trip through Salzburg, Bischofshofen, and Kufstein to Munich.
