Is there an adapter for charging from a normal 230 volt socket?

Helpful answer
A car should never be charged via a standard 230v (T13) socket. If it were via the more powerful (T23) socket, it would theoretically be possible. In my view, too expensive a solution for 230v only.
What is the goal?
