Can I program the plug so that when lamp A comes on, the plug automatically gives power?

I don't know if it works with the Hue or Apple Home app, but with Homematic it's no problem. Unfortunately, you need a Homematic control unit, which costs money. But for the fact that you can programme so much yourself, it's honestly worth it.

If the plug and the lamp belong to the same room or zone, yes, they switch at the same time.
