No, it doesnt convert. It simply supports the input voltage of 100V - 250V, so you can use devices that support that range and don't need a converter. Notebooks and Smartphones usually don't need one, as their power supplies/adapters already have one built-in.

I don't know this problem and have been using it for years. So it's a case for the warranty!
My unit says 10A on it. It has a black cover with a screw cap that says "Fuse 10A", so I assume that you can replace the fuse.
The adapter can only be plugged into three-pin sockets. Two-pole or three-pole plugs can be plugged into the adapter.
