Andrea Hanisch develops an action-economical embedding of the New Institutional Economics, which makes it possible to explicate the behaviour-controlling effect of institutions. She combines the approach of common mental models according to North/Denzau with the frame selection theory according to Esser/Kroneberg. This new approach is empirically implemented using the example of privatisation decisions in municipal financial administration in NRW. Thus, it will be worked out which economic & legal control deficits can exist in privatization situations.
