Walter Eylers was born on May 17, 1938, in Oldenburg. He grew up on a small farm in Westerburg. After completing agricultural training, he attended the State Agricultural School in Wilhelmshaven. Following an internship in construction, he was admitted to study at the engineering school for civil engineering, from which he graduated as an engineer in civil engineering and water management. Professionally, he worked in the Lower Saxony Road Construction Administration in Oldenburg, most recently as a graduate engineer at the Oldenburg Road Construction Office.
