The reform goal of former VW manager Peter Hartz was to create new jobs through wage subsidies and social cuts. However, the success of the reform has yet to materialize. Employment incentives for mini-jobs only lead to a noticeable improvement in labor demand when there is a wage floor and new investment incentives that foster dynamic domestic demand.
