With the end of the East-West conflict, a period of security and peace was expected to begin, where military spending would be redirected to education and civilian conflict resolution would become the preferred method. However, the outcome has been sobering. Regional conflicts that had been suppressed by the East-West antagonism surged onto the agenda of the international community. Germany also gradually became involved in international conflict resolution following the Yugoslav wars of dissolution and in Somalia, culminating in participation in combat operations in Kosovo. Using a two-level approach to foreign policy analysis, Timm Schöneberger explores the central question of how, within a few years, the scope of action for the federal governments from Kohl to Schröder expanded from military abstinence to combat operations without a UN mandate.
