This work aims to scientifically examine the definition power of the police regarding the phenomenon of organized crime. It tests the hypothesis that the police's fight against organized crime in Germany is currently too self-referentially oriented, which limits the significance of crime statistics and phenomenological situational assessments, and thus the necessary problem description for the further development of security authority strategies and appropriate policy advice from a bottom-up perspective, through a literature review. To this end, the historical development of organized crime and the definitional boundaries are traced. Additionally, characteristics of organized crime procedures in the open field and previous empirical research are analyzed to validate the hypothesis. Building on this, possibilities for a more objective generation and evaluation of investigations into organized crime are presented. Special areas of consideration that arise from the study include the potential for modifying crime statistics into an international threat analysis and a related optimization of criminal strategic prioritization.
