Why is there no Swiss hospital region? Why do the cantons not cooperate more closely in hospital planning across cantonal borders? This book traces the fundamental need for cooperation in the federal state of Switzerland, the development of the health insurance law, the contradictory interests of the cantons and the factors that favour cooperation between cantons in spite of everything.The author presents comprehensive data on intercantonal cooperation in hospital planning in the area of acute somatic medicine, paying particular attention to informal types of cooperation. She distinguishes between three levels of cooperation - information exchange, coordination and collaboration - which allows new insights into the cooperation behaviour of the cantons.By means of a case study of the hospital cooperation Lucerne-Nidwalden (Lunis), she elaborates motives for action and mechanisms.The political science analysis shows, among other things, that the cooperation landscape is much denser than expected and that cooperation succeeds especially when skilful strategies of those responsible for politics meet favourable circumstances.
