Andreas Zelinka (February 23, 1802, in Wischau, Moravia; January 21, 1868, in Vienna) served as the Mayor of Vienna from 1861 to 1868. Andreas Zelinka attended high school and studied philosophy in Brno. From 1821 to 1825, he studied law at the University of Vienna and earned his doctorate in 1829. Starting in 1831, Andreas Zelinka worked as a health commissioner and later as a lawyer. In 1848, he was elected to the Vienna City Council, becoming its vice president in 1849. In 1850, he received the Franz Joseph Order. From 1861 to 1868, he was the Mayor of Vienna, and from 1862, he was also a member of the Lower Austrian Landtag and, starting in 1867, a member of the House of Lords. His tenure included the planning of the First Vienna High-Pressure Water Pipeline, the Danube Regulation, and the Vienna Central.
