Since the Federalism Reform I, the states are exclusively responsible for assembly law. The commentary on the Saxon Assembly Act (SächsVersG) takes this into account and explains all paragraphs in a practical manner. It covers general regulations such as the requirement to provide the organizer's name, the prohibition of carrying weapons, the ban on uniforms, as well as topics like public assemblies in enclosed spaces, public assemblies in open air, and marches, along with the associated penalties and fines. This commentary aims to assist the Saxon police and practitioners in applying the regulations of the SächsVersG in practice. The work seeks to clarify the purpose of the law – the constitutionally guaranteed freedom of assembly, which is a fundamental right of particular importance to the liberal democratic order. The authors, Hartwig Elzermann, police director, and Prof. Dr. Henning Schwier, are both lecturers at the University of the Saxon Police in Rothenburg/O.L.
