During the Great Depression, Prohibition in Los Angeles only benefits the strong and unscrupulous. Divided and firmly under the control of rival gangsters, as well as police and politicians, the city proves to be the perfect terrain for Gerry Kells, a highly decorated sniper from World War I, who suddenly appears, gets involved everywhere, and then pits everyone against each other.
