A construction project is planned in the nature reserve at Lake Altaussee. Tea lady Berenike Roither is campaigning with many people from Aussee against this project. Then one of the opponents crashes in his paraglider at the Kaiser's birthday party in Bad Ischl. He is dead. At first everyone speaks of a tragic accident. But enough people had a motive to get him out of the way. When another supposed accident involving a kayak occurs and eerie dolls with needles appear, it becomes clear that something is not quite right.
