In the second volume 'Political Crisis Management', the focus is primarily on how we currently prepare for crises that we were unable to prevent. This issue has been discussed for some time under the concept of resilience. It is a relatively modest goal, as it moves away from the ambition to eliminate sources of danger at their origin and refers entirely to one's own reference system, whether it be an organization, infrastructure, a state, or society. Resilience guarantees our survival, and at best, our way of life and value system. Resilience is, first and foremost, a good thing – as one of our authors puts it: 'Who wouldn’t want to be resilient?' However, it is not that simple. Because resilience also requires attention, resources, and appreciation, which are scarce goods that need to be allocated. Resilience is a political good – and that is where the debate begins.

The editors: Prof. Dr. Thomas Jäger holds the Chair of International Politics and Foreign Policy at the University of Cologne. Prof. Dr. Anna Daun is a professor of political science at the University of Applied Sciences for Business and Law in Berlin. Dr. Dirk Freudenberg is a lecturer in the Department of Strategic Leadership and Management, Emergency Preparedness and Planning, Educational Foundations, and Quality Management at the Academy for Crisis Management, Emergency Planning, and Civil Protection at the Federal Office for Civil Protection and Disaster Assistance.
