The present seventh edition is the result of a comprehensive revision of the last edition from 2016. Changes in legislation, case law, and teaching that have occurred since then have been incorporated up to the end of 2021. The work, conceived as a textbook, remains essentially unchanged in its structure. Following a well-established tradition, it provides an overview of the essential areas of public planning, construction, and environmental protection law.

The new edition first takes into account the far-reaching revision of the Expropriation Act that came into effect on January 1, 2021, which has numerous implications for special legislation. Additionally, it was necessary to integrate a number of smaller legislative and regulatory adjustments in the areas of spatial planning, nature and heritage protection, and energy law. Furthermore, the latest case law from the Federal Court, characterized by numerous significant leading decisions, has been systematically reviewed, assessed, and incorporated wherever it appeared useful for understanding the positive law. This also includes consideration of the research and teaching that critically or supportively accompany these developments.

Knowing that the work is also valued in practice, the aspect of practical relevance served as a guiding principle and orientation aid. Therefore, the present seventh edition is also driven by the aim of providing practitioners and students with a useful working and teaching tool.
