Niedersächsisches Polizei- und Ordnungsbehördengesetz (NPOG)

The Lower Saxony Police and Regulatory Authority Act (NPOG) of May 20, 2019, has replaced the SOG 1951, the Nds. SOG 1981, the NGefAG 1994, and the Nds. SOG 2007 with some amendments. Like its predecessors, the NPOG is the important general law for danger prevention in the state. In this text edition with an introduction, Prof. Dr. Saipa presents the field of danger prevention law. This compact work, which also includes the important ZustVO-NPOG and a structural diagram of the Lower Saxony state administration, serves as a guide and working aid for municipal and police authorities, as well as for courts and the legal profession. Prof. Dr. Saipa has decades of experience in state administration (Lower Saxony Ministry of Justice, department head at the former District Government of Hanover, city director of the city of Lehrte, district director of the district of Goslar, government president at the former District Government of Braunschweig). He has worked for a long time as a trainee instructor and has been a member of the Lower Saxony State Justice Examination Office for several decades. In addition to these practical experiences, he has published extensively in administrative law, particularly in danger prevention and municipal law. He has significant teaching experience at Leibniz University Hannover and Clausthal University of Technology.
