In Switzerland, since the signing of the Washington Declaration in 1998, a largely amorphous and contourless decision-making practice has developed due to the lack of uniform standards, which has not yet been the subject of in-depth research. At the same time, the implementation of the declaration has been intensively discussed for several years, and now again in light of the establishment of the Commission for Historically Burdened Cultural Heritage at the turn of 2024. The author, after comprehensive collection and analysis of Swiss restitution practices since December 1998, is able to derive key decision parameters. She places particular emphasis on the central concept of "refugee property" in Switzerland.
