This doctoral thesis focuses on the procedural aspects of climate-related actions under public law against the state. It analyses the Swiss and international normative context in which these actions take place, as well as their different functions. It identifies several procedural obstacles to climate litigation and emphasizes that access to justice in climate matters is too limited to allow for proper control of the state's action or inaction in this area. Based on a comparative legal analysis with American law, it proposes several measures aimed at improving access to climate justice, mainly in relation to the subject of the dispute and the quality of action.
