If a cold war is always preferable to a hot war, does the same apply to peace? That is: Is a "cold peace", calculated and always on the horizon of imminent violence, also preferable to a hot peace, i.e. one that is based on strong feelings and a maximum balance of interests and stability? What constitutes a cold peace and whether there is an alternative to it, and if so, what it is, is the subject of the contributions to the new course book. For example, the question of whether Europe is actually on the brink of a long-predicted civil war of all against all or whether it is not capable of realising real peace, and whether perhaps both are not just two sides of the same coin. A maximum of stability and calculability cannot possibly be achieved with a maximum of uncertainty. For where a cold peace is satisfied with the fact that the civilisational ice sheet remains intact, a hot peace must be defended as resolutely and uncompromisingly as it is justified. Thus, as far as a question of temperament is concerned, what is discussed in Course Book 188 is on the whole aimed at an appropriate measure of rather cool temperament.
