Historically, due to the allocation practice of national regulatory authorities to entrust a certain frequency range to a single technology provider for exclusive use, a large part of the electromagnetic spectrum available for transmission has remained idle. However, the demand for these resources has increased enormously in recent years with the advent of mobile telephony and data transmission technologies such as GSM and WLAN. An open question is how to shape the monetary balance between original exclusive users and temporary secondary users.
