The wastewater treatment system includes an electrolytic reactor with a first chamber, a second chamber, and piping. The first chamber is designed to collect incoming wastewater. The second chamber has a pair of electrodes configured to generate an electric field. The piping connects the first chamber to the second chamber. The system is designed so that the flow of wastewater through the electric field is essentially laminar. The treatment plant also includes a precious metal extraction facility as well as various filtration and sedimentation equipment, including a semipermeable envelope filter.
