In 1950s Malaysia, just before the country's independence, Indian secretary Girija Krishnan discovers an abandoned weapons cache belonging to defeated guerrilla fighters. His dream of one day running his own business suddenly seems within reach. The shady businessman Tan Siow Ming is supposed to help him sell the weapons and find a suitable frontman. American tourists Dorothy and Greg Nilsen are also more than willing to escape their boring cruise and dive into a little adventure. However, the secretary not only makes enemies of the communists and the city administration; everything turns out a bit differently than planned.
