Harmos, le début d'un système scolaire national ou chimère intercantonale?

This work focuses on the translation of the HarmoS concordat into cantonal law. HarmoS reproduces the minimum constitutional elements to be harmonized in accordance with Article 62 al. 4 of the Federal Constitution and applies this coordination to the area of extra-familial education to ensure a continuous school day. Using the example of two cantons that have signed the concordat (Vaud and Zurich) and one canton that rejected it in a popular vote (Grisons), this report illustrates how certain structural principles of HarmoS can be easily integrated into cantonal legislation. However, the more significant principles, such as national education standards, depend on monitoring between the cantons, a process of adjustment by comparison that takes decades. As a result, the objectives of HarmoS, namely equivalent quality of primary education and school mobility in Switzerland, are far from being achieved.
