In the history of mankind, technical innovations have often caused epochal changes. If unnoticed forces had built up in an old system, a single trigger was often enough to allow their energy for change to become effective for very far-reaching upheavals. From today's perspective, there is much to suggest that the call to combat the global pandemic in March 2020 was a moment in which previously underestimated effects of digitalization in particular finally took hold. Human interaction as a whole will change significantly. In particular, the historical period that is now beginning is likely to end a thirty-year phase of post-communism. This is supported by the fact that coordinated players around the world are clearly preparing to shape a new chapter of humanity in a planned manner. The omnipresent structural upheavals of 2020 inevitably also had to affect German constitutional law. In the state of emergency of collective danger prevention, its state organization based on the separation of powers experienced its darkest hour. Even the judiciary lost sight of the previously ironclad principle of proportionality as the limit to all curtailments of fundamental rights. At first glance, the idea of presenting modernization proposals for the German constitution at the very moment when forces are gathering to deconstruct it seems rather absurd. However, historical empiricism shows that major leaps and upheavals are all the more likely to fail the more ambitious their planning was. The training and improvement proposals for a "Basic Law 2030" are therefore a kind of cautious due diligence measure in order to be prepared for a possible constitutional reorganization on a small scale. After all, if the plan for a unitary world government were to fail, it would probably be necessary to continue a constitutional success story of almost 72 years - albeit now with more resilience.
