Going dark - Signals Intelligence im IT-Zeitalter

Terrorists and extremists around the world use modern communication methods of the internet to recruit, spread messages of hate, or coordinate attacks on free societies. They can navigate the Dark Net anonymously with the help of today's encryption technology. How can security authorities keep up with this development and effectively counter the so-called going-dark effect? Where are the constitutional limits? Under the title "Going dark – Signals Intelligence in the IT Age," a conference initiated by the Bavarian State Ministry of the Interior, Sports and Integration sought future-oriented answers to these questions on October 4, 2021, in Munich. This conference proceedings document the presentations from the conference as well as the course of the panel discussion.
