Due to the crisis of public finances, change processes in federal administration have become a central management task. However, the success of the reform efforts that have been ongoing for over 15 years must be assessed as very low, and the reasons for this have largely remained unexplored.

Martin Plag describes and explains the change processes in federal administration. He relies on a broad empirical basis consisting of 13 case studies and 158 interviews, highlighting how the specific context of federal administration affects the course and success of these change processes. The results focus on success factors and concrete recommendations for action regarding change processes in federal administration.
