Frieden und Sicherheit in Ostafrika

The East African Community (EAC) is an intergovernmental organization comprising Burundi, Kenya, Rwanda, Tanzania, Uganda, and South Sudan. Almost all partner states have experienced long or short periods of civil war that have jeopardized their internal security. In most cases, the insecurity in these countries is attributed to the refusal to adhere to the principles of democracy, responsible governance, the rule of law, and respect for human rights. In such a context, a viable legal and institutional framework for addressing peace and security issues is key to achieving safe and successful regional integration within the EAC. This book analyzes the viability of the legal and institutional framework for peace and security in the EAC in light of the peace and security architectures of the United Nations, the African Union, and the Economic Community of West African States (ECOWAS). The author does not assume that the peace and security architectures of the United Nations, the African Union, and ECOWAS are perfect. However, he suggests that the EAC can borrow what has proven effective from them to prevent, manage, or resolve peace and security issues in the East African region.
