What means are available to the state to preserve the diversity of the press? Following the newspaper crisis of recent years, trends toward concentration in the press sector are on the rise again. This raises the question of whether it is necessary to use state measures to maintain diversity in the press and how these measures should be designed. The author attempts to delve into this question in his work. The focus is on a legal analysis, while also incorporating insights from economics and communication studies. The necessity of media diversity is examined. Furthermore, the content of the term diversity is elaborated upon, and the questions are explored regarding how the media regulatory system produces diversity and why there are restrictions on diversity. Additionally, the constitutionality of a potential journalistic approach in the press sector is assessed. Finally, a variety of old and new proposals for measures to preserve diversity are analyzed for their constitutionality and effectiveness.
