The awarding of transport contracts in local rail passenger transport is carried out through tenders to promote competition and improve quality. Due to a deterioration in the condition of the vehicles and an increase in unplanned maintenance, as seen in the case studied, the costs calculated for the entire contract duration cannot be met, and the resulting additional costs are borne by the transport company. This work presents a concept for how to permanently improve the condition of the vehicles and achieve damage-free operation.
In the first step, a model calculation based on FMEA approaches is used to demonstrate the deterioration of the vehicle fleet's condition, which leads to increased maintenance costs and a qualitative decline in service. Subsequently, the causes of this negative development are investigated in order to develop technical and organizational improvement options involving the employees. The optimization proposals that can be realistically implemented are evaluated based on their cost-benefit ratio.
In the final step, the company under investigation is given an outlook on how the fleet's condition will develop with and without the implementation of the economic improvement proposals, along with a recommendation for action.
