General administrative law does not exist in Swiss positive law. Subject to the rules of procedure and organization, there is no code that regulates in general terms all the activities of the holders of administrative duties. This means that general administrative law is a jurisprudential and doctrinal discipline to which this book aims to give voice, in the form of a manual addressed to those who study and practice this branch of law, whether they are users or agents of the administration.
