Becoming a citizen in Switzerland is not equally easy for everyone. Depending on the place of residence, the differences can be significant. Until the landmark Federal Court rulings in Emmen and Zurich in 2003, the cantons were considered completely free in shaping their naturalization procedures. Despite various unifications and restrictions over the past 20 years, the cantonal differences persist to this day. This work provides a comprehensive overview of the naturalization requirements and procedures in the cantons and discusses the federal legal framework as well as the new limits of cantonal legislative competencies as defined by the latest rulings from both the Federal Court and the cantonal administrative courts in detail.
