Andreas Maisch examines the personnel exchange between the public sector and private industry, which is partly viewed by the public as a new form of lobbying. The author analyzes how the number of external employees has developed since 2008 and which factors most significantly influence their numbers. Furthermore, he considers the extent of the influence that external employees have and whether the federal government's goal of establishing a mutual personnel exchange with the economy has been achieved. In 2004, the red-green federal government launched the personnel exchange program 'Seitenwechsel' to improve mutual understanding between the public sector and private industry.
