What applies to conventional resources also applies to data: If a company cannot procure the necessary resources on its own, it relies on cooperation with other market participants. However, in the case of data, this need is countered by a tendency towards purely internal data usage within companies, often due to economic interests or data protection risks.

In the EU, cross-company (secondary) use of data is increasingly promoted by data regulations, such as the Data Act. In Swiss law, comparable regulations are still lacking.
