The state pension system is facing significant challenges. In the coming years, the baby boomer generation will enter retirement age, which will lead to a rapid increase in the costs of pension provision. At the same time, more and more cohorts will reach retirement age who have experienced phases of low income and long-term unemployment in their biographies. Against this backdrop, the issue of old-age poverty will gain importance. Additionally, the new three-pillar paradigm in pension provision, implemented by the red-green government in the early 2000s, is increasingly coming under legitimacy pressure due to changing circumstances. Interest rates have been low for years, and private savings have overall lost much of their attractiveness.
