The present study shows that NATO is not only a defense community but also a community of values. This is demonstrated through an examination of the accession clause of the North Atlantic Treaty. It is also suggested that NATO be transformed into a European system of collective security through the accession of Eastern European states, including the USSR. However, this can only happen once these states have realized the principles of democracy, the rule of law, and individual freedom in their legal systems.
