More and more municipalities are pursuing strategically oriented economic development in the form of cluster orientation. A strategic concentration of resources is essential not only due to the dwindling public funds in many cases but also because of the increasingly international competition among municipalities, which compels them to differentiate themselves more clearly from other cities and regions and to define their profiles more distinctly. This process shifts away from traditional economic development as a maintenance policy towards a thoughtful development of specific sectors of the economy, based on an analysis of the region's inherent potentials. It is assumed that a spatial concentration of several elements of a production chain leads to certain advantages for the region or municipality, as well as for the companies operating there.
