The German Reichsbahn was the largest employer in the GDR. In 1990, it also became a case for restructuring. Wolfgang Scherz, who was then working in the main administration of the German Federal Railway in Frankfurt am Main, came to Berlin-Lichtenberg in the spring of 1990. His mission: to merge the railway operations of the two German states. The challenge was that the German Federal Railway was, at that time, a heavily loss-making company.
