It is well known that in Japan many people remain employed well into old age, whereas the situation in Germany is often described with the term 'early retirement culture.' The forecast of an increasingly aging workforce serves as a significant motivator for promoting older workers in both countries. This study provides an overview of the institutional, socio-cultural, and social-structural conditions regulating older employment in the comparison countries. It examines to what extent these factors significantly influence the employment behavior of older individuals and the design of employment conditions for older people in segmented labor markets. It becomes clear that older employment cannot be understood solely as a market economic phenomenon, but is also decisively shaped by socio-cultural and social-structural institutionalization. The question is also discussed to what extent Japanese policy examples can provide useful insights within the German debate on promoting older employment.
