The money man and secret campaign manager Draper Haere is preparing the presidential candidacy of the Governor of California when he uncovers the machinations of a political opponent and stumbles upon the secret of a right-wing organized coup. During his life-threatening investigations, he hires star reporter Morgan Citron, who was recently released from an African prison where inmates were served human flesh. Together, they confront cocaine dealers, Latin American generals, corrupt U.S. officials, and Citron's cold-hearted mother, the head of a scandal sheet.
