It was a significant step towards dignified accommodation and care for asylum seekers in Austria when the Basic Provision Agreement and the Basic Provision Act came into force in 2004. The deterrence through homelessness, arbitrariness, and lack of transparency was supposed to come to an end. For the first time, asylum seekers could be accommodated comprehensively across all new federal states. However, the funding was barely covering costs back then, there was a lack of capacity, and people lacked daily structure – the lengthy procedures were exhausting. Now, 20 years have passed, the far-right government has disappeared, returned, and disappeared again. What appeared as teething problems in 2004 has turned into persistent grievances within the basic provision system. Insufficient resources, inadequate attention to the needs of particularly vulnerable groups, and varying standards depending on the federal state. "20 Years of Basic Provision" provides a comprehensive insight into the system of basic provision for refugees. In addition to overview presentations, scientists, journalists, practitioners, and political representatives from all federal states, as well as those provided for, offer insights into this politically charged field of social work.
