Yes, cartridges are included.
Please note that these are the "first delivery toners" depending on the manufacturer these are not very extensive. I used to use only HP printers and unfortunately this was the case with the toners supplied.
With Kyocera I was pleased to find that the print capacities are the same as when you order new toners.
