Why do recipients of penalty orders refrain from filing objections? What decision-making process do they undergo? For the first time, a study provides answers to these and other questions regarding the motives and thought processes behind the lack of objections from recipients of penalty orders, based on empirical evidence. The new insights gained by the author through surveys of penalty order recipients are not only suitable for shaping research in this practically significant area. They also provide a reason to revive the legal and political debate surrounding the penalty order procedure.
