In the current climate and biodiversity crisis, the current regulation of the right of appeal is reaching its limits. Especially when the consequences of environmental damage affect the entire population, it is difficult to define the required "special" concern. Meret Rehmann explores the historical origins and social functions of this requirement and opens up the perspective for other regulatory options. In doing so, she also analyses the requirements of the European Convention on Human Rights (ECHR) and the Aarhus Convention with regard to the right of appeal. As a result, the author presents approaches for a reform of the right of appeal in environmental law. In doing so, she also provides an article for the further development of the dogmatics of administrative procedural law beyond environmental law.
