Why is there a restriction on the display diameter or why can't I use the mount with a 65" unit that has a VESA 400x400 standard and is under the upper weight limit?
You can. The inch size is often only a recommendation for wall mounts up to which size it is suitable. I don't see any restrictions with larger displays as long as the VESA standard and the weight fit.
