First of all, the difference between the 2 without F. The cheap one comes as an OEM version, i.e. without a cooler (tray), the one for 200 comes as a normal retail, i.e. boxed, and therefore with the standard Intel cooler. The F processor is, unlike the normal one, a deactivated APU, i.e. it has no graphics unit in the processor that you can use. This means that you need a graphics card to get a picture on your monitor. The without F are APUs, which means you can use them with or without a graphics card.
