Since the device is used close to the border, I ask whether the data provider can be fixed in the GUI as with a mobile phone or do I have to reckon with the connection changing every now and then to a German provider and thus incurring high roaming charges.

Yes, it works and I use the device in France directly at the border. The reason is Netflix, I wanted to ensure access to German films (Swiss offer) for my parents.
