Question about AMD Ryzen 7 7700X

The thermal paste is not normally supplied directly with the CPU, unless you have purchased a boxed cooler where the thermal paste is already applied to the cooler. If you buy a CPU without a cooler, you will need to purchase the thermal paste separately.
