Question about Samsung EP-T4510
Is the cable supplied fully wired? Can it also be used as a data cable, or are only the current-carrying pins connected through?

Yes it is. Can also be used as a data cable.
I have just tried the original parts and the cable. A USB-C to USB-C data connection was established with the supplied cable. However, if a USB-C to USB-A adapter is connected in between, there may not be a connection, but this is more likely due to the adapter than the charging and data cable.
